FLC Will Provide Educational Support Services to USAF
DALLAS, Texas. – October 7, 2011 Favors Writing Management – FWM announced today that its parent company was officially awarded a government contract with the United States Air Force, Lackland AFB, TX, on September 12, 2011 to provide educational learning materials to library and learning institutions housed on the base.
Brief History and FAR
The United States Air Force is an aerial warfare service branch of the U.S. Armed Forces. Established initially as a unit of the U.S. Army, USAF now functions as a separate military branch under the National Security Act of 1947. USAF operates both manned and unmanned aircraft, employs over 150,000 civilian personnel, and houses on-base postsecondary institutions for off-duty service personnel.
The range of commercial services the USAF require include educational support services (i.e., learning materials and education advising) and content development solutions (procedure documentation). Through the Federal Acquisition Regulation System, USAF acquires commercial goods and services from both small businesses and large companies.
The FAR System regulates the government purchasing, or acquisition, process under Title 48 of the United States Code of Regulations. Part 52 of the FAR outlines standard contract clauses and solicitation provisions, requiring civilian contractors to submit responses to posted solicitations in the forms of Request for Quotations (RFQs), Request for Proposals (RFPs), and related responses.
The U.S. government seeks to improve competition among small, minority-owned, woman-owned, and economically disadvantaged businesses submitting bids for government contracts. Ms. Favors states about the impact the USAF contract will have on FLC, “This contract allows FLC to enter the government contracting market, establish the company’s reputation formally as an educational support services provider, and generate revenue for larger, more local projects. We are excited about the potential of a long-term relationship with USAF Lackland AFB, TX.”
FLC will provide educational learning materials distributed through Favors Publications, a future affiliate of FWM and subsidiary of FLC.

About Favors Publications
By January 2012, Favors Learning Center will begin strategic planning for Favors Publications, LLC, which will house English Hall Press, LLC.
The mission of Favors Publications, LLC will be to provide a printing medium for all company documents and affiliated commercial products. The press will publish all Favors Learning Center online teaching materials in print formats and will also publish the textbooks under Favors Writing Management.
Favors Publications, LLC will publish other books under FLC that include company annual reports, business plans, test taking manuals, employee handbooks, and other related college prep materials.
For the first two years of operation, FLC will continue to work with a self-publishing company to generate revenue. FLC will follow this up by formally establishing the publishing company by the end of 2012.
About the Founder
As Founder, President and Editorial Director of Favors Writing Management, Regina Y. Favors is responsible for the strategic direction of the company. Favors has over 10 years of combined experience in teaching, tutoring, editing, and professional writing. As Editorial Director, Favors creates, develops, and manages guidelines for published articles housed on third-party contractor websites. Favors develops policies for ghostwriting, legal writing, copywriting, and business writing services delivered through FWM.
In addition, Favors writes and manages the development of web content for social media marketing companies, private, public, and online. Favors also manages the development of user guides and training manuals and coordinates technical writing, business editing, and procedure documentation projects.
Favors also oversees the development of English and English as a Second Language online training resources, services, and user guides for FLC. As CEO and Chief Instructional Designer, Favors is responsible for the strategic direction of the center. Favors develops the online marketing budget, creates the guidelines for published articles, and manages the development of company and subsidiary policies, bylaws, procedure documentation, and legal agreements (work-made-for-hire).
Favors has both a B.A. and an M.A. in English from San Diego State University.
